I. Introduction
This document serves the purpose of providing certain rules and guidelines upon the conduct of the League of Encelia clan. This document may only be modified by act of the clan’s High Assembly (see article III) unless otherwise stated herein.
II. President
The clan has a leader known as the President. The President decides upon clan rules, conduct, policy, and all other aspects unless otherwise stated in this document. However, the President has no jurisdiction over the conduct of individual divisions (see article IV) in the clan, which have their own leaders, known as deputies.
The President also has a Vice President, who advises the President and takes part in some decisions in the clan. The Vice President is appointed and expelled by the President. The President and Vice President may be members of any clan divisions, where they will be subject to the rules of that division.
A. The President and Vice President must be presented with any constitutional documents formulated by specific divisions. When such an issue is presented, both the President and Vice President must unanimously approve it. If the President and Vice President are divided and cannot resolve their differences, then either the President or Vice President may decide to present the issue to the High Assembly for a resolution.
B. The President must approve the expansion of a division into another game and initially approve the deputy or deputies of a new division for leadership of that division. Afterwards, the deputy or deputies of a division are chosen based upon the conduct of that division. The President may, if he chooses, deny any new deputies in such a case, but his approval is not required. The President does not need the Vice President’s approval on these issues.
C. Should the President ever decide to step down, he reserves the right to either appoint his new replacement, or to hand the decision over to the High Assembly.
III. High Assembly
The High Assembly is an advisory branch of LE that also holds authority over some clan issues.
A. Members of the High Assembly are organized by the divisions in which they preside. All deputies are automatically members of the High Assembly. Further members are chosen by the deputies of each division. The number of High Assembly members allotted to each division is determined by the number of total members in each division.
1. Each division will have a High Assembly member for every five members in their division IN ADDITION to the deputy or deputies. When considering division member counts for High Assembly representation, member counts must NOT include the deputy or deputies.
a) A High Assembly member may be a representative of multiple divisions if they are a member of each division. Members who represent multiple divisions get no added benefits.
B) If a division has less than five members, they are still allotted one representative in addition to the deputy or deputies.
c) Each division may only have a maximum of six representatives (not including deputies).
2. High Assembly members may only be removed by order of the deputy or deputies of the division that they represent. However, if a High Assembly member from any division believes that another member should no longer have their position and have failed to convince the member’s deputy or deputies to remove them, they may call a vote to remove that High Assembly member UNLESS the member is also a deputy. Whichever option gets a majority is the one that will be followed.
a) If a member is expelled from the High Assembly, that member may not be appointed again unless, in another poll, a majority of High Assembly members vote to let them rejoin.
B. If any deputy decides that an issue presented within their own division’s high authority should be voted on by the High Assembly, they may chose to move that issue up to the jurisdiction of the High Assembly for the duration of the issue. However, before this transfer is complete, it must be accepted by the President.
C. Here is a list of other issues that High Assembly votes on:
1. The addition of new divisions to the clan, or the removal of divisions from the clan. Proposals for new divisions must be presented to the High Assembly by the President or Vice President.
2. Amendments to this document. Any High Assembly member may call an amendment.

The League of Encelia clan is actually several clans, each in different games. These clans are called divisions of the main clan. Each division has their own name and their own leader, known as a deputy. Divisions may also have their own rules, which are negotiated and agreed upon based on the conduct of that specific division (unless otherwise stated in this document). One division may cover multiple games.
A. Each division must develop their own constitution for approval from the President and Vice President after they have attained 10 members. Divisions with less than 10 members do not need a constitution until they gain more members.

This amendment proposed a limit to the number of High Assembly representatives given to each division. Each division now may only have a maximum of six representatives.
